 For the fiscal year 2016-17, the real GDP growth was 6.75% and the Economic Survey predicts 7-7.5% growth in 2017-18.



• In 2017-18, the Gross Value Added (GVA) at constant basic prices is expected to grow at the rate of 6.1% as compared to 6.6% in 2016-17.
Agriculture, industry and services sectors are expected to grow at the rate of 2.1%, 4.4%, and 8.3% respectively in 2017-18.
• India’s GDP growth is the highest among the major economies of the world having an average of 7.3% for the period from 2014-15 to 2017-18.
• India’s average growth during last three years is around 4% higher than global growth and nearly 3% higher than that of Emerging Market and Developing Economies.
• The next year’s agenda include stabilizing the GST, solving TBS problem and implementing necessary actions, privatizing Air India, and ensuring macroeconomic stability.



The survey underlines that due to the launch of transformational Goods and Services Tax (GST) reform on July 1, 2017, resolution of the long-festering Twin Balance Sheet (TBS) problem by sending the major stressed companies for resolution under the new Indian Bankruptcy Code, implementing a major recapitalization package to strengthen the public sector banks, further liberalization of FDI and the export uplift from the global recovery, the economy began to accelerate in the second half of the year and can clock 6.75 percent growth this year. 

• 50% increase in the number of indirect taxpayers has been recorded. Moreover, 18 lakh new individual income tax filers have been recorded since November 2016.
India’s top 1% firms account only for 38% of exports, which is much lower compared to global standards.
• Exports of readymade garments (man-made fibers) have increased by about 16% due to Rebate of State Levies (ROSL).
5 states namely Maharashtra, Gujarat, Karnataka, Tamil Nadu and Telangana account for 70% of India’s exports.
• India’s internal trade in goods and services is 60%of GDP.
• IBC mechanism is being used actively to resolve NPA problem.
• 2017-18 averaged the lowest inflation in the last six years.
Rs20,339cr approved for interest subvention in 2017-18.
• The ratio of domestic saving to GDP reached 29.2% in 2013 to a peak of 38.3% in 2007, before falling back to 29% in 2016.



Some of the factors could have dampening effect on GDP growth in the coming year viz. the possibility of an increase in crude oil prices in the international market. However, with world growth likely to witness moderate improvement in 2018, expectation of greater stability in GST, likely recovery in investment levels, and ongoing structural reforms, among others, should be supporting higher growth. Country’s economic performance should witness an improvement in 2018-19.

1. Assam to introduce digital budget on March 12.

The Assam Assembly will introduce digital budget in its next session, doing away with the traditional printed booklet form practice. Assembly Speaker Hiten Goswami told that the state budget will be presented by Finance Minister Himanta Biswa Sarma on March 12 in a digital format.The Assembly session will get underway from February 6.
A Rs 10 lakh fellowship would also be granted to a journalist or scholar for research on the history of Assam Assembly since its inception in pre-Independence 1937.
The Assembly session will also see exclusive 'Members Hour', a year-long calendar, 'Best Legislator Award', setting up of a Pay Commission for MLAs' salary and fellowships for research work on history of the Assembly.

2. Assam Governor Releases Postage Stamp In Memory Of Footballer Dr. Talimeren Ao.

Assam Governor Prof. Jagdish Mukhi released a postage stamp as a mark of respect to the legendary footballer Dr. Talimeren Ao on the occasion of his birth centenary year at a function held at Sports Authority of India (SAI) complex playground at Paltan Bazar, Guwahati Assam.
Dr. Talimeren Ao, an ace footballer who was born on January 28, 1918 was instrumental in popularizing football in Assam. He was captain of the Indian Football Team in their first official match in 1948 London Olympics.

4. Punjab Regiment, ITBP(Indo-Tibetan Border Police), Maharashtra win awars for best tableaux in Republic Day Parade

Maharashtra won the award for best state tableau at 2018's Republic Day Parade while the Punjab Regiment of the Indian Army bagged the award for the best marching contingent among the three services and ITBP among the paramilitary and auxiliary forces.
The awards were given away by Defence Minister Nirmala Sitharaman at a function on 26 January 2018.
Maharashtra tableau depicted the coronation of Chhatrapati Shivaji Maharaj. The second award among tableaux from states and union territories went to Assam, which depicted traditional masks and 'sastras'. A tableau of Chhattisgarh, which depicted Ramgarh's ancient amphitheatre along with performance by artistes, was awarded the third prize. The tableau was based on Kalidasa's 'Meghadootam'.

5. Senior journalist Daya Nath Singh passes away at 82

Senior journalist Daya Nath Singh died at a city hospital on Sunday evening after a brief illness, family sources said on Monday. He was 82.He is survived by his wife and five daughters.
Daya Nath Singh was associated with various newspapers, including NewsStar, NewsFront and NortheastDaily. He contributed articles to media outlets like Eastern Panorama, Merinews and Assam Times.

6. New Khadi dress for Postmen/MTS launched by Communications Minister Manoj Sinha

The union Communications Minister Manoj Sinha has launched a new khadi uniform for the Department of Posts personnel, including postmen and multi-tasking staff (MTS) in New Delhi.The Department of Posts has redesigned the uniform in consultation with National Institute of Fashion Technology, Delhi.
The new dress carries the logo of 'India Post' on the pocket and the cap, along with red stripes on shoulders and shoulder blade.

7.  Vikram Singh Sisodia appointed Chef-de-Mission for CWG(Common Wealth Games) 2018, Gold Coast Australia.


The Indian Olympic Association (IOA)  appointed its joint secretary Vikram Singh Sisodia as the Chef-de-Mission for Commonwealth Games slated to take place in Gold Coast, Australia from April 4 to 15. 
Sisodia is also currently the president of Chhattisgarh State Tennis Association.

The Indian Olympic Association is the body responsible for selecting athletes to represent India at the Olympic Games, Asian Games and other international athletic meets and for managing the Indian teams at the events.

8. India becomes third largest producer of crude steel

According to recent report published by World Steel Association (WSA), India has overtaken US to become the world’s third largest steel producer in 2017. India’s crude steel production has grown by 6.2% to 101.4 million tonnes (MT) in 2017 compared to 95.5 MT in the previous year.
WSA(World Steel Association) is a non-profit organisation and is one of the largest industry associations in world. Its members represent approximately 85% of the world’s steel production. It includes over 160 steel producers with 9 of the 10 largest steel companies, national and regional steel industry associations, and steel research institutes. It was founded in July 1967 and is headquartered in Brussels, Belgium.

11. Vice President Venkaiah Naidu confers BAI's(Badminton Association of India) Lifetime Achievement Award on Prakash Padukone

Vice President Venkaiah Naidu conferred Badminton Association of India (BAI) Lifetime Achievement Award to 1983 World Championship medallist Prakash Padukone.
The Mysuru-born had won gold medals at the 1978 Commonwealth Games and the All England Championships in 1980.

12. Chhattisgarh's first governor D N Sahay passes away


Former governor of Chhattisgarh and Tripura Dinesh Nandan Sahay died after prolonged llness.He was 82. He is survived by a son and two daughters. Born in 1936, Sahay began his career with the Indian Police Service and rose to the position of the DGP of Bihar. 
After retirement, he had joined the Samata Party and became the first Governor of Chhattisgarh after the state was carved out of Madhya Pradesh in 2000. 
In 2003, Sahay took over as the Governor of Tripura and held the post till 2009

Choice in Nagaland

In the run-up to an election opposed by the main players, Centre needs to clear the air about the peace deal


The Nagaland assembly elections, scheduled to be held on February 27, could be a tricky(difficult/sensitive-मुश्किल) affair(matter/event-मामला) if political parties in the state hold on to their “no-election” joint declaration released on Monday. Representatives of 11 parties, including the ruling Naga People’s Front, ally(associate-सहयोगी) BJP and the main Opposition, the Congress, signed the declaration following an appeal by the Core Committee of Naga Tribal Hohos and Civil Society Organisations that they abstain(evade/escape-बचना) from the election if the Centre goes ahead with it without concluding(deduce/come to an end-निष्कर्ष निकालना) the Naga peace agreement(compromise/settlement-समझौता). The Nagaland assembly had adopted a resolution(offer/proposal-संकल्प) on December 14 last year asking the Centre to take steps for “an honourable and acceptable solution” to the Naga political issue before starting the election process in the state. Indications(signal/sign) are the Centre will go ahead with the elections as scheduled. On Monday, the BJP suspended(dismiss-निलंबित) the two state leaders who signed the poll-boycott declaration and Union Minister of State for Home Kiren Rijiju announced that the Centre and the BJP will ensure that polls are held on schedule.

The demand for a peace deal before the holding of elections follows from the expectations(hope/promise-उम्मीद) triggered(initiate) by the framework(structure/system-ढांचा) agreement(compromise) signed by the NSCN (I-M) and the Centre in August 2015. Prime Minister Narendra Modi had then said that “we mark not merely(only/just-केवल) the end of a problem but the beginning of a new future”. More than two years later, however, the details of the agreement are still not in the public domain(view/opinion). Few seem to know what has been agreed upon between the rebels(insurgent/mutinous-बागी) and the central government. This lack of transparency about an agreement with far-reaching implications(complexity/difficulty-जटिलता) for the region has led to widespread(extensive-व्यापक) speculation(overview-चिंतन), including on Naga sovereignty(supremacy/dominion-श्रेष्ठत्व) and the making of Nagalim or Greater Nagaland. The Centre needs to clear the air about the framework agreement. In the absence of details, there is fear and suspicion(doubt/mistrust-संदेह) in Nagaland’s neigbouring states, including Assam, Manipur and Arunachal Pradesh, that areas populated by Naga tribes will be transferred to Kohima under the peace deal. A statement to this effect, attributed(credit to-जिम्मेदार ठहराया) to an RSS functionary, had led to protests(resist/objection-विरोध) and police firing in Dima Hasao district in Assam last week causing the death of two persons. Any conclusive, peaceful settlement of the Naga issue, particularly if it involves redrawing state boundaries, will need the concurrence of not just the state governments, but also of local communities. A sustained(uphold/endorse-बनाए रखना) dialogue among a larger pool of stakeholders in a climate of transparency and mutual trust is necessary to make it happen.

Going ahead, the Centre must tread(walk-चलना) carefully. If it goes ahead with the elections, there is hard work waiting to be done to prevent a situation like Assam 1983, when elections held despite a boycott call by the All Assam Students Union and the All Assam Gana Sangram Parishad, triggered(initiate/stimulate) violence across the state. The onus(responsibility/obligation-दायित्व) is, equally, on the political parties. They must desist(stop/abstain-रोकना) from any move that will unsettle the peace in Nagaland.

A wider net: on the expanding tax base

As the tax base widens, the Finance Minister should cut the share of indirect taxes. 


The demonetisation(विमुद्रीकरण) of high-value currency notes and the advent(arrival-आगमन) of the goods and services tax regime(rule/system-व्यवस्था) have triggered(prompt/initiate) a surge(rise/hike-वृद्धि) in the number of those filing taxes in the country. The Economic Survey argues(assert/claim-तर्क) that the large gains on the indirect and direct tax fronts indicate that the primary intentions(motive/idea-इरादा) behind the two big-bang economic strides(progress/advance-प्रगति) — of formalizing the economy and bringing more income into the tax net — have been met to some extent(area/boundary-सीमा). From about 59 million individuals who filed income tax returns or whose tax was deducted at source in 2015-16, the number of tax-filers rose by 10.1 million since the note ban. Stripped(empty/clear-छीन लिया) of statistical adjustments to avoid a bias(partiality/prejudice-पक्षपात) in findings, the Survey assesses(evaluate/judge-आकलन) that roughly 1.8 million, or 3% of the existing compliers, started paying up. 


Many of them are reporting incomes close to the ₹2.5-lakh threshold for personal income tax, so this may not swell(expand/bulge-सूजना) the exchequer(fund/treasury-कोष) much. But it holds potential for growth as the new taxpayers progress in their vocations(business/profession-पेशा). Personal income tax collections are expected to rise to a historic high of 2.3% of GDP in 2017-18, compared to 2% between 2013-14 and 2015-16. This may seem glacial progress but could be considered a tipping point(turning point) in a country where just 4% of adults pay personal income tax, though the government reckons(calculate/estimate-गिनती करना) that number should be 23%.


The Survey finds a 50% increase in unique indirect taxpayers in the first six months of GST, with around 10 million registered taxpayers now compared to an estimated 6.5 million pre-GST. The GST regime(system/rule-व्यवस्था), despite the initial chinks(chaos/disorder-अराजकता), could end up boosting India’s macro-economic stability by breaking what the Survey terms ‘inertia’ of the tax-GDP ratio. This ratio for the Centre has remained at the same level since the 1980s, though the economy grew at an annual average of about 6.5%. The Survey has noted that both of India’s underlying macro weaknesses — the fiscal and current account deficits(shortfall/deficiency-घाटा) — tend to get exacerbated(worse/damage-ख़राब करना) when oil prices move up. A wider tax base could at least help tackle(deal with-निपटना) the former. Fixing exporters’ GST woes(distress/sorrow-संकट) and continuing to ease the transition(epidemic-संक्रमण) pains under its new features, such as e-way bills to deter(stop/clog-रोकना) evasion(avoid/elude-बचना), would be critical(vital/important-महत्वपूर्ण) to attain the 7%-7.5% growth projected for the coming year. 

At the same time, the government needs a road map to expand(spread/enlarge-विस्तार) the direct tax pie by pruning(cut/trim-छटना) blanket exemptions(discount/rebate-छूट) for vocations(business/profession-पेशा) such as farming and using a more proactive(dynamic/motivate-सक्रिय) Big Data-driven approach to target evaders. The government must reward this tax base expansion by offering the ‘compliant’ some relief in the Budget, even if it means slashing(effective/cut) high duties on petroleum products. After all, high indirect taxes pinch(rob-लूटना) the poorest the most.

Demonetisation: An act of stripping a currency unit of its status as legal tender. It occurs whenever there is a change of national currency.

2. Paytm share sale creates more than 20 millionaires


Softbank-backed Paytm  said its valuation has reached to about USD 10 billion following a secondary sale where some existing and former employees sold part of their shares to new investors including undisclosed family offices and a few western funds.
The round saw about 200 employees of the company liquidating their vested ESOPs(Employee Stock Options) for Rs 300 crore.

8. India to host informal WTO Ministerial gathering in March 2018.


India has announced to host informal Ministerial meeting of World Trade Organisation (WTO) in March 2018. The meeting will be held in Delhi on March 19 – 20. India’s offering to host the meeting was made after trade ministers from various countries including Australia, Japan and Switzerland for an informal WTO ministerial gathering in Davos,Switzerland to discuss the way forward for the global trade organisation.

11. Pune’s new Cyber Security Centre is the ‘online supercop’ who will protect India’s crucial information.

The International Cyber Security Centre launched in Baner by Incedo, a US-based IT services and consulting firm, will play a key role in monitoring real-time threats in the field of data and financial fraud management.
The centre has been set up in a strategic partnership with security and compliance solutions provider Tripwire, the global provider of security and compliance solutions for enterprises, industrial organisations and government agencies.
